Powers: Probably Immense, given the power that her sisters hold.
Tokimi is the sister of Tsunami and Washu. She appears in Episode 12 of the OVA. She comes to capture Washu and sends Dr. Clay to do the task. When Dr. Clay destroys his ship and Tenchi saves Aeka and Mihoshi she becomes interested in him(Tenchi, everyone seems to be). I don't know of anything else about her.
