Requirements for Site(General):
Not really much for this but, your resolution should be set at 1024x768 since I work to make the site work it's best at that resolution, and you should download the file font.zip(below).Also browser should be up to date. You also have to like Anime.
Browser Requirements(Frames Version):
The most obvious one is support for frames. Also, I recommend having Internet Explorer 5.5+, no versions of Netscape please. If you have anything less than IE 5.5 please click the link below to get it, it's free so you can't use a financial excuse.
Browser Requirements(Non-Frames Version):
Pretty much all you really need is Internet Explorer 5.0. You can view it with older browsers but it won't be as nice. Res can be as low as 800x600.
